"Insert Windows Installation CD" Hell -- Help, Please!

The required files were probably already in the necessary places - the
install merely enabled the registry entries that made the system able to
use them.
This could be because of previous installs, or the way the system was
originally set .up

I've been having trouble getting a USB 2.0 upgrade card installed,
but I go through the same problem every time I try to install any
new hardware on my Win98SE box that I have to use to support a
legacy outboard device. I try to add some new card, but during
install it always asks for the Windows installation CD, then it
can never find what it's looking for. I've replaced my old
Win98SE installation CD, which did show read problems on some CD-
ROMs, with a good backup copy from a friend. No difference in
outomes.

So, I just gave up and ran the setup program supplied with the USB
2.0 upgrade card and rebooted.

Win98SE began its "new hardware" dance and asked for the drivers.
I referred to the folder on the card's CD where they were located.

It found the drivers there, so I pressed next to install -- at
which time that %$$)*~@^ "Insert Windows Installation CD" message
came up. I tried the new Win98SE installation CD I got from my
buddy.

No dice. It says it can't find the file it's looking for, some USB-
related driver.

I press skip file.

It says it can't find another file and I press skip file for that,
too.

I go through this a few times -- each time it finds the driver I
need on the card's Win98SE drivers folder on the CD that came with
the card and then asks for the WIN98SE installation CD to be
inserted, which I ignore -- and reboot.

Upon checking Device Manager, I find that there are two yellow-
checked devices related to this card & USB.

I go through the above routine with them and reboot.

Eventually, ALL the devices in Device Manager are installed
properly. There are no yellow checks anywhere in Device Manager.

The USB 2.0 upgrade card appears to be properly installed and
working as it is supposed to. I think. I've rebooted several times
and there are no apparent problems.

So, someone explain to me what's going on here -- is that blasted
"insert Win98SE installation CD" rigmarole actually an OS bug, or
what?

I went though a similar song & dance with an Ethernet card, but
didn't notice as carefully what was going on...but eventually with
skipping through the Win98SE installation CD demands, the card was
up and running, too.

Anyone know what's going on here?

OK, but if that were the case, would it still error-out,
saying it couldn't find those files?

That's the utterly mysterious part to me.

Yes - because it only looks for the files at the source-directory identified
either in the registry, or in the INF files
