I have windows 98. I installed norton 2004 and i can not
open internet explorer 6.0.

You ought to contact Norton tech support and ask them to fix it. Don't let
them blame it on Windows which is their normal method of operation. If they
can't fix it, ask for your money back.

Norton 2004 *is* a virus.

I agree with Ron Badour - contact Norton tech support and if they
can't fix your problems then ask for a refund.
