Default Problem accessing https secure sites since Saturday

Do you have a proxy server setup in IE settings?

Since Saturday (9th Oct) me and my W98 box have been unable to connect
to secure sites beyond the level of e.g: the log-in pages of my online
banking service and my domain registration company, and I can't attach
even the tiniest file when using any of the webmail services such as
Hotmail, firehousemail, or even my own ISP's webmail service.

Anything that I need to 'upload' via IE6 (SP1 with all critical updates)
starts to travel, sends a couple of bytes, and then simply hangs for 5
minutes until the IE error page "This page is currently unavailable"
appears.

I contacted my ISP about why my connection now seems to be one-way
traffic only, and was advised that MSoft had "upgraded" the secure
service on Saturday, and that I should read their info at
http://help.usertools.net/xpsp2
and adjust my settings accordingly. My info that I was running W98 not
XP was dismissed with "They must be running XP at their end and you will
have to adjust your settings to fit them".

Do Hotmail and godaddy.com really run XP?? I think not.

Any help you guys can offer to restore my W98 access to https secure
sites would be most appreciated.
