openhci.sys file can't be found

Default openhci.sys file can't be found

The USB port on my laptop running 98 se is physically broken so I'm trying to
install a PC card in a card slot.

The install wizard eventually asks me to insert the windows 98 se disk and
then says it can't find file "openhci.sys" and can't install the driver for
the usb card.

How do I get the openhci.sys file installed so the install wizard can find
it and install my card?
