Default Reinstalling Windows 98

I 'm failed to solve internet connection problem, so don't see other way
than reinstall windows 98SE.
What troubles and issues will cause reinstalling windows over? I want keep
some important programs, files, so can no make a clean installation.
However, clean installation is best for system performance. I see possible
issues with registry, windows 98 much worse handle registry entries; the
other thing is reinstalling will cause strong hard disk fragmentation; the
necessity install plenty of updates.

Alternatives:
1. Reinstal modem (remove it from / Control
Panel, reboot, and follow prompts.)
2. Check for IRQ conflicts; check which COM line
reports the modem.
3. Make a new connect configuration via Dial Up Networking.

Before installing, inform yourself at

Yes, thorough reinstallation requires reinstalling
important updates to the OS as well as your major
apps. This is why it is simpler to solve your
Internet connection problem otherwise, if possible.
