Default Certificate problem

I am using Windows98 and IE6 with all the updates.

I understand that when a site wants to install programs automatically in my
computer, it has to sent a certificate first, then IE will popup a screen
asking me if I want to accept that certificate before programs can be
installed.

However, in my system, when the certificate comes over, there is no popup
screen for me to accept it, and therefore, no program can automatically be
installed to run that site's jobs.

Could someone please tell me how to get IE to popup that screen so that I
can accept the certificate and have that site's jobs to run?

Go to IE tools, internet options, security tab. Highlight internet zone,
click on custom level button,.

Ensure that 'automatic prompting for file downloads' is enabled.

Ensure 'file download' is enabled.
