richtx32.ocx can not be registered

when i install a program,i receive an information:
richtx32.ocx was not registered.
Then i run the command: regsvr32 richtx32.ocx,but i get a
error information that tell me the file can not be
registered.And i find the file(richtx32.ocx) is exist in
the path c:\windows\system.
why?
Any suggestion will be appreciated.

This is unusual because most OCX files have
something to do with Optical Character Recognition,
not used during any installation. What were you
trying to instal?
