get error msg: propelac kernel 32.dll. (usually at
shutdown). what is it, and how to fix? thanks

Have you installed something called a "Propel Accelerator" (browsing
add-on) on your PC?

"Propel Accelerator" is a browsing 'speeder upper' that combines a proxy
service with custom compression and cacheing software. If you don't
remember installing it, perhaps your ISP uses it (or it's technology);
ask them or Propel directly.
