Formatting Hard Drive

I am having multiple problems that I can't pin down to a specific cause and
would like to start from scratch, but I can't even figure out how to format
my C drive. I have a Dell laptop that came preloaded with Windows ME and
all I have is a "Reinstallation CD" which does not ask if I want to reformat
the hard drive. (I have already backed up all critical data to another
computer on my home network.) Any suggestions on where to go from here?

Check the documentation that came with the PC. Many OEM Recovery CDs contain
an image of the system as first delivered from the factory and when this is
copied to the hard disk this replaces whatever is already on the hard disk
much as if it was formatted and then the operating system installed.
