A data CD will only auto-play if it has an autorun.inf file in the root of the CD.
First, click Start Settings Folder Options View tab, and click to enable "Show
All Files" and click OK.

Now look on your data CD in My Computer and see if it has an autorun.inf file in the
root. Assuming that it does, make sure that Autoinsert Notification is on for your
CD drive:

-Right-click "My Computer", click Properties on the menu that appears, then Device
Manager tab.
-Double-click the CDROM category to expand it, double-click the CD drive listed
there, and then click the Settings tab.
-If the box for "Autoinsert Notification" is not checked, check-mark it, click OK
all the way out, and reboot.

If your data CD still dos not auto-play, and it does contain an autorun.inf file in
the root, you must ensure that Autorun is enabled for data CDs. The easiest way to
do that is to install TweakUI, then open it from Control Panel, click the Paranoia
tab, check-mark the box for "Play data CDs automatically", and click OK.

TweakUI 1.33:

To install, follow the instructions on the web page carefully.
