Default Can't start windows

My neighbours son had a new game for Christmas, went to put it on and the
computer said, not enough memory, so in his haste to get this game on he went
into winme folder and deleted a file. Now we can't get the computer to load
up past the password page. I have tried to load in safe mode, but nothing. I
have tried putting the retore disc in but it won't recognise it.
Any suggestions
