Default 12 char limit for shares W98SE

There is quite a lot of documentation around that suggests that Windows 98
and any earlier releases cannot map or connect to shares with names longer
than 12 characters. A couple of sources suggest Windows ME also operates
under the same limits. However we regularly do this with Windows 98 Second
Edition with relatively few problems.

I am trying to nail down why it is working at all, and if there is some
'fix' that 98SE, or some later patch included for this limitation. Any
differences in the NetBios implementations between 98 and 98SE?
