initialization of the Help Center Failed - Error nbr. 2147143677

I cannot get the following problem resolved:
The initialization of the Help Center Failed. Please
report the following error number to Microsoft Support:
2147143677
Please note that via Search of MS Support I learned of a
resolution of the same problem, exactly as per above text;
but which contained a different Error Number.
Unfortunately, the resolution (printed below) failed to
correct the problem. Can someone PLEASE HELP ME so that I
can use the HELP CENTER on my computer. THANKS...
Using the MS DOS Prompt, type the following and press
ENTER KEY at the end of each line:
CD C:\WINDOWS\SYSTEM
COPY REGSVR32.EXE WBEM
CD WBEM
FOR %%f IN (*.DLL) DO REGSVR32 /S %%f
WINMGMT /REGSERVER
EXIT
