Default Can I repair IE?

I have IE 6.0.2800.1106, and there are 2 problems with it:

1) If I got Tools-Options-Advanced, the boxes "Java (Sun)" and "Use Java 2
v1.4.2_05 for applet". But when I go to test my version at
http://java.com/en/download/installed.jsp
it says I am using Java Runtime Version 1.1.4.
This causes many applets to run incorrectly, since that is such an old JVM.
The same test says my Netscape, Foxfire, and Opera installations are using
Java Runtime Version 1.4.2_05.

2) I downloaded the Yahoo Toolbar and installed it. A right click on the IE
toolbar shows the menu with "Yahoo Toolbar" checked, but I didn't see it. I
used to have it, and it worked really well blocking popups. I uninstalled it,
then downloaded the MSN Toolbar, and the same thing: IE said it was installed
and enabled, but I couldn't get it to display.

Any ideas how I can fix these problems? Is there a "fix" option for IE from
the Add/Remove Programs facility?

Go to add remove programs, find IE 6.0 and click remove then repair.
