UTC -1600 would put you in Western Australia (e.g., Perth), but then the date would be Fri., 19 Sept 2008. On second thought, I figured some clarification might be in order there. eg AFAIK, there is no such thing as UTC -1600, despite it showing in his headers. I was thinking the same thing, Alan.
