When clicking on to the Properties feature of the win386.swp file, should the
"ARCHIVE" box be checked??

Why? This file attribute is merely a hangover
from MS-DOS -- functional so far as it helped
users simplify backup routines, but no one
wants to back up a temporary swap file.

Yes. Win98/Win98SE rides on msdos, and uses such a based filesystem.
Attributes are part of the filesystem. There's no escaping that despite
derogatory remarks from others regarding msdos.
