IE Running well so far

Thank you everyone! I really appreciate you sticking with me through this. Someone
sent me the 3 DLL files I was missing. I installed them and was able to run the
repair tool for IE6SP1. But that didn't help. I cleaned up my startup items with help
from the group. I deleted a lot of unnecessary files. I download IE6sp1 zip from an
e-mail and Gary walked my through the overinstall. I follow your advice on just about
every post. Forgive me for not answering all but we spent about 24 hours just going
through this. This is my third day and we are finally fixed. I think what did it is I
removed my firewall.....'Trial of Transgressions'....I think that was the name. and I
only use Avast resident protection (virus scanner).....not web protection or e-mail.
Spybot tea timer removed, as Gary said.
I ran scandisk.
I did so many things it's hard to remember them all. When I start my computer any
referral to ports, or joysticks, or the soundcard that I never had are gone. A few
little quirks remain such as when I try to send this e-mail, I get an error message
that the outbox can't be opened. So I will bypass the outbox from now on and send
messages right away. At least I can get online!!!

Looks like the firewall had been the cause of your problem.

I had a firewall that had been working fine for years...
then one day decided to block all my *outgoing* mail. That was an odd one.

This is the advice from Avast!:
You should allow web shield avast! provider to access internet in your
firewall settings.

You can remove existing rules for avast in your firewall, then start avast
update (or restart Windows to trigger auto-update check). When firewall
asks, allow avast.setup access to internet and create the rule again. If
your firewall has option that allowed program changes often, set it too.

For the correct operation the Web Shield process (ashWebSv.exe or
aswWebSv.exe)
needs a permission to access the Internet (TCP port 80) and a permission
to act as a server and accept incoming
connections from localhost (the local machine) on TCP port 12080.

The mystery still remains as to where MSXML 4.0 SP1 came from, and what
disappeared those three other files, but what caused some grief was that the
machine was out of disk space. So we made some, were able to get rid of the
firewall and a couple of other things, update some apps, reinstall IE, etc.
There is another firewall in the mix, on the Belkin router, and it seems to
be blocking Avast!, too. So we discovered that leaving Web Shield out fixed
the problem with Avast!, just before their tech response, though it doesn't
explain how the no-browser-allowed problem was occurring when Avast! was
completely uninstalled. Whatever, it's worked all day, today.

I suspect further malware, but the system is 98 Original and is the original
install. Had AOL for various years, then EarthLink, then this cable company,
all with their installations of branded stuff, and the cable company's
"reach into your system and FIX things" umbilical, it's hard to sort stuff
out. Cleaned up what was necessary to clean up (machine will be replaced,
soon.) Further scans need to be run and a HJT log done right.

Had a problem with Outlook Express after reinstall of IE. Went to WU and got
three updates, but then went back and one kept being reoffered. This was the

Uninstalled 823353, installed 837009, reinstalled 82353. But I'm not clear
that that was the thing to do. We were getting blitzy, so I'm not sure.

Frankly I'm not sure. When done with everything else [file checks,
anti-v/SpyWare, etc.] run C:\WINDOWS\QFECheck.exe and see if anything is
messed up.
Might cross-check the Windows Update.log and iuhist.xml if you used
windowsupdate during the process.

Oh yeah... That /nv switch didn't work when I tried it. What I don't get is
where she got 823353, since I've yet to see it offered by Windows Updates.
Thing is, KB823353 = MS04-18, whereas KB837009 = MS04-13. The notes in
MS04-18 say that it replaces MS04-13.

IOW, it would seem a failure of WU to not offer KB823353 to my system. I'd
be interested to know from folks: In Add/Remove Programs, do you have either
of these Updates listed (or both)?

I was a little too daunted by CdLSRN's long threads to finish reading
through them, I'm glad she is up and running again.
Anyway, a question. Last night I was installing Office97 in a laptop and I
noticed a folder on the CD, "VALUPACK". In VALUPACK there is a folder
IEXPLORE, and in the folder is the file IE4SETUP.EXE.

A lot of 98 users may still have this disk that came with their $2200.00 PII
desktops (and why not, it's a great program, and the security updates can
still be downloaded from Microsoft and burned to CD). So the obvious
question regarding Ginny's situation is, if she had the Office97 disk could
she have uninstalled IE6, installed IE4, navigated to Microsoft.com and got
IE6 going again from there?

837009 is listed on this system. The only 82**** in Add/Remove I presently
have is 823559. Its not shown in IE or iuhist either. Would this be related
to the SecCD usage perhaps?

I agree, if that was, in fact, the supposed update/supercede, then that is
what should be offered. There were installation issues associated with it,
so MAYBE Microsoft determined it would just delete/not offer it or SecCD
somehow over-rides installation. It did, however, appear in the old
installations [not SecCD updated] documented in 2006.

Well, msoe.dll and inetcomm.dll have the version numbers of the files
contained in KB887797 *not* KB823353 while the wab32.dll is the version
coming with plain SP1 (no KB823353 nor KB887797 installed). You have
a "wonderful" mix of versions there on your machine right now :-/

So I stress you to install KB823353 with the /n:v parameter once
again (IE6.0sp1-KB823353-x86-ENU.exe /n:v). Please try this one in

try:

Close OE. Clear History, delete Cookies and delete Temporary Internet Files
via IE: Tools Options General, then...

1. Download the Cumulative Security Update for Outlook Express 6 Service
Pack 1 (KB823353; all OSS) from the following link, saving it to your
Desktop:

[ Optional: 2. Restart the computer in Safe Mode. (During the reboot, keep
pressing the F8 key until the Windows Startup menu appears Choose Safe

3. Rename the downloaded file to KB823353.EXE and copy it to C:\ (the root
directory of drive C; assumes drive C is the boot drive)

4. Start Run (type in) C:\KB823353.EXE /N:V (Note the space) press
ENTER

5. Close the command window.

6. Reboot [into Windows] and then check in at Windows Update to see KB823353
is still offered.

Don't install any other OE updates, just answer #6 above and either state
the current versions of MSOE.DLL and INETCOMM.DLL or post your reply using
OE instead of the web interface.
