As far as I know, ATI don't make sound cards - they make video cards (and
you may find that using that disk will improve your display).

For your sound problem, try this....
Reboot to Safe Mode
Open Device Manager
Remove ALL Sound &Multimedia devices
Remove ALL error-flagged devices
Remove ALL entries in the 'Other Devices' branch - if present
Reboot to Normal Mode - Windows will reinstall the required drivers,
hopefully curing your problem.(report back with the EXACT text of any error
messages you get)

If that doesn't work, then you need to find out what make.model of sound
card you have - download and run the Belarc Advisor from www.belarc.com, and
see what it reports.

Don't forget that since you've reinstalled ME from clean, you need to
reinstall all the Windows Update patches - or at least the Critical ones!!

Did you look while in Safe Mode??

If there's no Sounds & Multimedia branch (make sure you're using the View by
Type option!) then you have no sound card installed at all - it's either
been switched off in BIOS (if an onboard chip) or the card isn't being
recognised for some reason.

Reboot to Normal Mode
Use Add New Hardware and see if that finds the card - if not then you'll
have to open the case and check the connections, and/or check that the chip
is enabled in the BIOS

Almost all the devices in that list are controlled by your Sound card - and
any others will be reinstalled on the reboot.
Do the removal, (after making a not of the entries, reboot, and see what
gets reinstalled - then post back with the list of any missing entries
(remember that you'll only see most of them while in Safe Mode - but you
MUST reboot to normal mode to reinstall the drivers properly!)
