Default Internet Auto dial-up after reboot

After my computer is turned on or rebooted, internet
explorer automatically tries to establish a connection
without the user prompting it to do so.
How can I disable this?

Within Internet Explorer, try: Tools: Internet Options: Connections: Never
dial a connection.
