the laptop is compaq presario 1694, amd k6-@2/450,
64MB,after win98 setup , when reboot ,the message" windows
protection error, you neeed to restart your computer"
appeared, even in safe mode (not all times)

mine is a desktop, but whenever this happens to me, it's the Nvidia
video card.

To fix it, I boot into safe mode, remove the card from the device
manager, then bootup and rerun the video driver installation, on
reboot it comes up just fine, I then just have to reset the
configuation. (I keep copies of all my hardware installation programs
on the HD just for this kind of event. i.e. printers, LAN cards, video
cards, modems, etc.)

Don't know if that's your problem or not, but I found it fixes mine.
