Default Windows98 Explorer to search files

I can use Explorer to search for files, but when I try to search for text
strings within files, nothing is returned even though I know the string is in
some of the files and I am searching the directory where the files reside. I
have even tried to enter a specific file name with a string that I copy/paste
from the file and it does not find it. HELP!!! What is wrong?
