HP logo appears twice...Win98SE can only boot to SAFE MODE

Recently my PC with Win98SE is always unable to start
Normally.
Its sequence is:
1. HP Logo page
2. Win98 Logo page
3. Scandisk starts automatically
4. HP Logo page reappears
5. Win98 Logo page
6. Win98 startup Menu Page with Warning:Windows did not
finish loading on the previous attempt. Choose SAFE MODE,
to start Windows with a minimal set of devices.
When I choose SAFE MODE. It is OK.
After checking the Registry, it shows no error.
The above sequence continues when I restart the PC.
If I choose Step-by-step Confirmation instead of Safe
Mode, the HP Logo page reappears after I presse ENTER when
answering [YES] to MSMOUSE. (The property of the MOUSE
shows it is Working properly.}

Hoping any expert could help to solve the problem. Thank
you in advance.

Try to create a bootlog.txt. It's one of the possibilities in 6.
This file will be helpfull to find what causes the reboot while
starting windows.

My Pc is now returning to Normal after a successful start
and updating [Sygate Personal Firewall 5.5].
It starts and shuts down normally now. But I don't know
why, for I've done nothing to fix it.
