It could be anything, including a virus or worm.

Default Webcheck V5.1.2

It's possible that this is a program by ITUtils that will monitor a web site
and let you know if it's down. The current version appears to be 5 and may
have been upgraded to 5.1.2. But, as Richard says, it could be anything.

Yep - saw that one, but Google also shows several viruses and worms that
replace webcheck.dll with an infested file instead.

Just to let you know why i need to know

I have to install it and test it as an application and have no idea
what it does in order to script it.

If you are saying that it might be an app that monitors websites in
case they are down. That is good news.

Try "Fileadvisor Bit9" http://fileadvisor.bit9.com/ which will identify the
file(s) and relate them to parent programs. Good, free service.
