Device Manager won't let me assign interrupts.

Default Device Manager won't let me assign interrupts.

Hi all,

i just wanted to reinstall an old AT PC with Win 98 and ran into a strange
resource problem:
After installing the hard disks and a CD burner, the PCI graphics card, an
ISA sound card (Miro PCM 20 Radio; which fortunately is able to run with
only one interrupt used), a network card (3Com 3C509B ISA) with oll the
devices working, I had only one interrupt free, and that was IRQ 3. I have
this free, because I disabled COM B (which is not needed) in the BIOS.
The last card to install is an ISA ISDN card (Teles 16.3c Plug'n'Play). I
know that this card is in good condition. After installation of the drivers,
the card shows up in device manager with an exclamation mark.
Plus, there's a message box from the driver on startup that the card is not
working, because there are no resources assigned to it.
But when I access the properties page of the card in device manager, there
is *no* resources tab! So there is no way to configure the resources.
I tried to force the card into using IRQ 3 (which seems to be a valid IRQ
for the card, since it is mentioned in the INF file) by editing the INF
file, deleting all other IRQ possibilities. That didn't work.
An alternative I thought of was assigning IRQ 3 to the network card, but
that was strange, too: When I access the resources tab of the network card,
it shows the I/O address and the interrupt (10), but when I try to configure
it manually, it only shows the I/O address, and no interrupt.
So I'm stuck. Can anyone help me?

Some additional remarks:
I know that IRQ 3 is probably not considered a good choice, but it is my
only one. I also tried to assign it to the graphics card, but the device
manager wouldn't let me.
I also know that I can use different hardware profiles for the NIC and the
ISDN card to use them alternatively. That is not an option in this case.

most of the old ISE nic's i've used had a program you run in dos/dos window
that configured the nic settings ....my procedure was always to see which
IRQ was free in windows ...then setup the nic using that IRQ(software)
....then go to the device manager and set the resources to match what I set
the nic to.

Really old motherboards did not have all interrupts available to all isa
slots, sometimes swapping the card to another slot works

I wouldn't consider this motherboard (DTK PAM-0056I E-2, built in 1997)
*really* old, at least under my circumstances :-)
Anyway, I tried swapping the NIC and the ISDN card (I cannot change the
sound card's position, as it won't fit anywhere else; so this is the only
possible swap because there are only 3 ISA slots, one of them is PCI/ISA
shared).
The result was exactly the same as before.

Non-pnp assets requiring an irq must be assigned that irq prior to booting
to windows. ISA slots don't always have any available irq available in a
given slot. PCI is similar for irqs 6 and 12 on most motherboards, but not
all. PNP and non-pnp cards can only work with a given range of irqs whether
ISA or PCI. That's the corner that ISA 3 slot motherboard has put you in
given the choices of hardware.
