Default index.dat files

I have recently learned about index.dat files and how they store one's
surfing history, etc. They apparently can't be deleted easily per MS
design. I don't want my surfing history stored on my computer nor do I want
MS or anyone else having such information available to them.

I use jv16 Power Tools for cleaning out old, useless files and have noticed
that index.dat files seem to be easily removable using that tool.

Question:

When jv16 Power Tools removes index.dat files, are they really gone or do
they reappear at the next re-boot? I know that the file folders themselves
will be re-created after a re-boot but will they contain all of the previous
history or will they be new, empty files?

I don't know how JV16 does it (even though I have it). I would assume that
you get "new" 32 KB Index.dats. If it shows as a size of 32 KB, they must be
empty.

You can also get this freeware program to check on it.
