Default Internet access (no page displayed)

THe system I am working on at home whenever I go the
Internet Explorer, once it opens it shows 'No page to
display'.
Then if I hit refresh or pick a site that I was
previously on it then opens to that site.
It is as though it will not keep the 'home page' I put in
the Internet options screen.
Any suggestions would be greatly appreciated. It is
WIN98.
