Default Connection Speed

Does Windows ME have some hardcoded limitation on connection speed. For
example, if I have a 4 Mbs connection and I test it with my service provider
will I only be able to get 1.5Mbs?

No. For example Win Me can quite happily transfer data much quicker than
4Mbps on a 100Mbps LAN being limited simply by the speed at which data can
be pulled from the hard disk. Any broadband speed restrictions or
limitations are likely to be down to either network congestion or
contention.
