Default explorer.exe crash caused by ~8776819248.TMP

A clients PC keeps coming up with an explorer.exe error
which states that the file ~8776819248.TMP has caused a
crash.

It always appears about 1 minute after PC has booted into
the desktop and if you click the OK button the whole
system hangs but if you dont you can carry on using
windows without a problem.

I have tried booting to a command prompt and deleting the
file (wont let me do it in windows because the file is
still open) but as soon as you boot up again the file is
recreated.

I know that it could be any of a number of different
things thats causing the problem I was just wondering if
this is a KNOWN bug caused by something like Norton or a
Firewall etc. etc.

if its not anything glaringly obvious it doesn't matter
as i'll just kill the install and reinstall a fresh copy
of XP.
