search and IE6 do not come up when clicked

Loaded ME on new HD and copied from old drive, other
programs seem to work, however have lost the file/folder
search function and Ie 6 will not come up. CPU will not
function after trying these two items for 2 to 3 minutes
then it's back online. I do have email but not internet?
Have reloaded ME but no improvement.
