Default Lost Config files

I sent these questions a few days ago but haven't received any reply:

Explorer (and My Computer) shows the Downloaded Program Files folder to be
empty but a dir comand under DOS shows 58 files in there!! All the files for
the three deleted users are still in the Windows Profile folder, but I can't
login to them; setting up new user files just adds new user folders in
Profiles.

Two questions:
1. How can I get Windows to recognise the files still in the Downloaded
Program Files folder?

2. If I can't get those to work, how can I set up new user logins to access
the existing user files in Profiles? Do I have to set up new users and then
copy the old files int to the folders?

That folder normally takes care of itself. There are truly well hidden
files in it, that can only be seen in a DOS Window. That's normal.

All Words; Anytime; may have a few articles of interest.

But what makes you think you have a problem with that folder? Sites,
including Windows Update, will download ActiveX controls into it on an
as needed basis. You may R-Clk, Delete, any files in there. They will
return when necessary. I don't know that User Profiles has anything to
do with it, (but I don't know much about User Profiles).
