Default Windows 98 wont start

When I turn on my laptop, all I am getting is a blank
screen that says, CANNOT FIND A DEVICE OR DEVICE FILE
THAT MAY BE NEEDED TO RUN WINDOWS OR WINDOWS APPLICATION.
AN INTERNAL STACKS OVERFLOW HAS CAUSED THIS SESSION TO BE
HALTED. CHANGE THE SETTINGS IN YOUR CONFIG.SYS FILE, AND
THEN TRY AGAIN. THIS DEVICE FILE NO LONGER EXISTS. I
don't know how to fix this problem or get to windows.
Please Help!!
