If you click (the mouse) on a blank screen area (or press the left or
right arrow key), the (next) appropriate whole icon AND title actually
become highlighted.


should have read :-

If you click (the mouse) on a blank screen area and then back onto
the My Computer icon (or press the left or right arrow key), the (next)
appropriate whole icon AND title actually become highlighted.
