Default Cannot Install Norton SystemWorks on Windows Me

When I try to install Norton SystemWorks on my Windows Me
computer, I get an error message: The MSIEXEC.EXE file is
linked to missing export MSI.DLL.-222. Then a second
message shows up which says:
C:\\WINDOWS\SYSTEM\msiexec.exe A device attached to the
system is not functioning. Can anyone tell me what to do?
