Quick Launch menu background

After attempting to add a NIC to an older PC (Win98, Pentium II) so my kids
don't fight over whose turn it is to use the internet the quick launch menu
background is black (instead of the usual light grey). I even tried
re-installing Windows -- no effect.

I'd just ignore it but i makes me think there's something deeper happening
here. Any ideas anyone?

This problem has surfaced quite a few times in the newsgroups but not so
much lately. I cannot recall that a common denominator was ever pinpointed
as the cause and hardly anyone claimed to have found a cure. I recall one
person saying installing a service pack to IE (I think maybe IE5.5) fixed
it. I do not believe it is harmful--more cosmetic than anything.
