Default Weird Problem with Right Click Context Menu

I am having a problem with the Right Click Context Menu.
When I Right Click on a file, folder, or shortcut from
either Windows Explorer, Start Menu, or Desktop. The Dial
Up Networking Dialog pops up. When I close it, another one
pops up. When the 2nd one is closed, then the Context
Menu pops up.

Any Ideals as to how I can fix this weird problem?

In addition to the above problem, DUN pops up when the
system is first booted. I disabled all programs from
starting (using msconfig), and it stopped popping up. But
the Right Click problem didn't disapear. I then enabled
start up programs a couple at a time, and I found
the "Norton System Works 2003" was the cause of the DUN
popping up. After I uninstalled "Norton System Works
2003", the right click problem went away. But, If I
reinstall Norton System Works, the Right Click problem re-
occurs.

Any hints as to how to solve this problem?
