Try NC for Dos. (Norton Commander).
It's really useful, but I don't know where you can get a free version.

Can anyone give me a heads up on a really good freeware DOS Command
Prompt shell for Windows 98? I want things like scrolling, command
history, multiple windows, etc..

For use in DOS, try the Volkov Commander

For a free Windows explorer replacement try
