Default Windows Registry

I am running Windows 98 and I've suddenly started getting an error message
at startup. The message says "Windows has encountered an error accessing the
system registry . Windows will restart and repair the system registry for
you" However it doesn't as each time it boots I get the same message. I've
tried reinstalling windows but get the same message. Can anyone help?

Have you tried to restore the system files from the five
backup CAB files that you get to by entering the command
scanreg /restore in DOS mode by pressing the F8 key at
startup?

backup of the system files that you should run before you
make a change to the system:

Better check the integrity of RAM (Memory), as that is often
suspect, when Windows does it's auto-/Restore of the Registry at boot...
