Default Internet tools functions for Internet Explorer

It is being changed by a security program you are using, such as Norton
Internet Security. Look for an option in your security software that is
described as "Prevent auto-dial" or similar.

I've been having the same problem, except I need it to stay "never
dial..." I'd found a couple of suggestions, but nothing worked. I'm
assuming there's something running that's been changing it but I cannot
figure out what.
Mine changes it to "dial whenever a network connection is not present"
however.
