Default windows protection error

my brother uses win98se on his system
some days before when he was starting pc
during startup he faced a dos screen type message
"windows protection error, you need to restart your
computer"
when he restarted, a sceen with normal mode,safe mode,
etc etc displayed
he tried to continue with normal mode but again the error
message was there
then he tried through safe mode,this time he goes on and
no error message displayed
after that he shutdown system,restart it again,and error
message is there,
then he re-installed the windows 98 Second Edtion but
problem didn't end, the error message is still there
then he removed cd-rom and restart the system,this time
no error message displayed
he plugged cd-rom again with system and checked ,the
error message displayed,

it means that the problem is with cd-rom

upon this i tried to verify the problem
i removed harddisk and cd-rom of my system
then i plugin my brother's harddisk and cd-rom with my
system using his data cables (not mine)
then started windows but i didn't get any error message
its mean that the harddisk and cd-rom and data cables of
my brother system are okay

then where the problem is????
i reset the setting of BIOS of my brother's system
to "Default",that may be this problem is becuase of BIOS
settings,then i check the jumper setting of cd-rom,it was
secondary master,and was the same when i plugged in it
with my system,my system also showed cd-rom at secondary
master
then i cleaned the switches and plugged in harddisk and
cd-rom again with my brother's pc properly
then start sys,the error message was still there

please help me to solve this problem

Normally, a hard drive can't be moved that smoothly to a different
computer.

(a) Did you remove your own hard drive from your computer?
(b) And you made his hard drive a Master in your computer?
(c) And the CD-ROM was a slave to it in your computer?
(d) When you boot your computer that way, did it detect new hardware &
install drivers for them?
(e) Are the two computers identical in make/model & peripherals?

I don't know really what to think!

Well... perhaps remove/reseat the RAM on your brother's machine...
