Windows ME saving passwords?

Default Windows ME saving passwords?

When I am logging in to a web site, sometimes WinME asks if I want it to save
the password info, sometimes it doesn't ask. Is there a way to invoke this
dialog every time?

Is there any security risk by having WinME save passwords if I am the only
one with keyboard access to my computer?

Some sites are set up intentionally so that passwords cannot be saved
including many banking sites.

Is there any security risk by having WinME save passwords if I am the
only one with keyboard access to my computer?
