Default frozen cursor

After closing Internet Explorer, the cursor (arrow)
suddenly disappeared from the screen entirely. No amount
of mouse manipulation would make it return. I shut down
and re-started the computer. The cursor reappeared but was
frozen in the centre of my screen. I shut down and re-
started again. Still have a frozen cursor.

Could this be a mouse problem?
How can I get into Control Panels or others for help if I
can't move the cursor?

Thanks for any advice.
