Dont use SFC to scan for altered files.
It doesnt work

During the initial installation of Windows a database (of sort) was created
of file versions, sizes, dates.
Whenever new software, Windows Update, daily operation, changes a system
file size, date, version or any other attribute tracked by SFC, SFC 'scan
for altered files' will report it as wrong, and replace it with the version
in its database.
If a dll file which windows depends on is replaced with an older version
that does not include the required functions, windows stops. BSOD
replacing some files with older versions and not others is a condition
called .dll hell.

Unless you have manually updated the database used by SFC every time you
have been to Windows Update, Installed new software, uninstalled software,
added new hardware, SFC will replace dozens of neccessary files with older
non-functional versions.

SFC should only be used to 'extract one file from distribution disk' and
only when other sources of accurate information have confirmed the problem,
and solution

I agree with AlmostBob that SFC should be used only for extracting files.

That said, your error is likely due to some recent change in software, hardware, or
settings. Try to recall what changes you made in those areas just prior to the time
you got the error.

Also check that there is no malfunctioning hardware.

This suggests that either your SFC.EXE or your
KRNL386.EXE has become corrupted. Check
their dates, which should be in 1998 (Win98) or
1999 (Win98SE) (i.e. no update or bug fix later
altered these files.)
