Dual boot win98 and xp pro safe mode

I need to access win98 safe mode in dual boot but it won't go to it. I need
to fix a corrupt driver in device manager for win98. Win98 is on c: drive
and XP pro is on d: (1) physical hard drive is in my machine.
Any thoughts on how to get into win98 safe mode if at all possible. I can't
even reload win98 because of boot virus protection and it's not from my
system board virus. I disabled that feature. When I try to re-load windows
98 it says boot sector write virus proceed y/n but won't proceed

Does it boot in normal mode? If so, run msconfig.exe, advanced button, mark
the Enable startup menu box, OK and reboot.

If this doesn't work, explain your comment, " I need to access win98 safe
mode in dual boot but it won't go to it." What exactly are you doing and
what exactly does the system do? Just saying that something won't work is
not helpful.
