"drive not ready" "insert boot disk"?

Default "drive not ready" "insert boot disk"?

windows me based machine will not start up. black screen
with message "drive not ready" "insert boot diskette". I
can get around this by using a driver reinstall disk, but
as soon as I shut the computer off and try to restart the
same message appears. anyone know how to fix this. ty

Might be a dying hard drive.
