File->New option missing from Windows Explorer

I somehow lost the File-New option from Windows Explorer
and and desktop context menus. How do I restore this
functionality?

Toward the end of the collection, "WINDOWS SHELL/USER INTERFACE", you'll =
find a patch named "Restore NEW Command" Try that first.
