Default Computer Language

I have a Japanese version Windows 98SE laptop. Can anyone advise how I can
change this to English language. Does anyone know where I can download an
English language pack?

Install an English-language version of Windows.

Default Computer Language

There is no such thing. You will have to find out from the laptop maker if
a retail English version of W98SE will work on the laptop and, if so,
whether or not the required W98 drivers are available for the laptop's
hardware. It is highly unlikely that you would be able to locate the
customized version of W98SE that was made specifically for the laptop.

Surely people in Japan have an option to be able to read or work in English
just as we, using English, have the option to read and work in other
languages after installing a language pack.

using English regularly have the option to install a language pack for say,
French or German or Chinese.

This is not a safe assumption. It is an empirical point,
verified true or false according to what versions of the
Win98SE OS are (or used to be) marketed by Microsoft.
MS marketed no "bilingual" varieties of Win98.

Those running a Japanese-language version of Windows can install language
packs (allowing English-language input when typing in, e.g., Internet
Explorer, and to read/create, e.g., English-language Word files) but Windows
itself remains in Japanese, Sudhir.

Thank you Ben. Unfortunately, I do not read Japanese which is a severe lack
in this case. A couple of the sites were in English but did not seem to be
helpful.

Try going through Google's translation service. Though it will not be
entirely accurate, it will or should allow you to find the information you
need.
