Go to Control Panel, hit Mouse and choose "Pointer Options". Make sure "Snap

If this is a 'wired' mouse, try holding the mouse still and move its' little
tail.....if you get movement of the pointer, go buy another mouse, its' tail is bad and they are cheap. Also, make sure it is plugged securely into the cpu. If it is not an optical mouse, the kind that has a ball, remove the retaining ring by turning it counter clockwise, remove the ball and clean the rollers with a Q-tip and alcohol.
