Default Shutdown Fix Fix for Win98 (not Win98SE)?

I cleaned up a Dell PC Win98 (not win98SE). Everything is working ok,
except shut takes about two minutes.
I remember there's a couple of different shut down fixes for Win98SE, will
they work for plain Win98?

The only shutdown updates/patches IIRC are for disabling Fast Shutdown and Mapped
drive Shutdown which adds more time to allow apps to close properly before shutting
down.

What I suggest before shutting down to see what may be causing the delay is:
Press ctrl+alt+del to bring up the program manager before.
Look for any suspicious files that may be running that you do not recognize.
Take note of the suspicious files and End Task on them, leave Explorer and Systray
alone.
Close Program Manager and reboot/shut down.
If that did the trick you need to investigate what those files are for so they can be
dealt with in a proper manner.

If that didn't do the trick:
End task on all except Explorer and Systray.
Close Program Manager and reboot/shut down.

If that cut the time down:
End task on half of them except Explorer and Systray. Take note on which ones you end
task on as they do not always appear in the same order.
Close Program Manager and reboot/shut down.

If still no improvement, then it is in the other half (excluding Explorer and
Systray) and you need to whittle your way down by halves until you get the one that's
causing the major delay.

I've disbaled fast shutdown, but no change in,
it still hangs at shut down.
