Default how to find programs that are running in background

I am having trouble with defraging and scanning C drive
because a program is causing them to repeatedly start over
the process. I want to find that program and stop it from
running. Thank you for your time!

Try turning your screensaver off in display properties.
Right click on your desktop to access this setting.

You could also press CTRL-ALT-DEL once to access the menu of running
programs.
