Default Connect wirelessly in a hotspot, needing password

When I travel, I am in places where a wireless network is present I could
connect to, but in some places I need to enter a password, and others I
don't. If it has a password, I haven't figured out how to configure Windows
98 to allow me to enter the WAN password so I can connect to the the hot
spot, and where there is no password, I still seem to be locked out. Any
suggestions?
